Description: Richard Wheeler, of Canoga Park, Calif., is partly covered with crude oil from an offshore oil well leak that released 16, 500 gallons of oil into the Santa Barbara Channel last 12/16. The oil hit beaches along a 10-mile front 12/21. Wheeler was rescued by fellow surfers 12/22 after he lost his surfboard at Rincon Beach and was having difficulty getting to shore. He was treated by Ventura County firemen and Sheriffs for exposure and a lacerated foot.
