Eugene Warren Biscailuz was born in Boyle Heights, a neighborhood of Los Angeles, on March 12, 1883. He was Under-Sheriff of Los Angeles County from 1921-1929. In 1929, he was appointed by Governor C. C. Young as Superintendent of the California Highway Patrol (CHP), where he organized the Highway Patrol system. Biscailuz was appointed Sheriff in 1932 and was elected to serve from 1934 to 1958. He died on May 16, 1969. Photograph caption dated January 20, 1958 reads "Sheriff asks polio aid. Sheriff Eugene Biscailuz, who led 'Dimes' parade, urges spectators to contribute to March of Dimes. Biscailuz is sheriff of county fund drive.Clowns along route collected contributions from spectators."
