Photograph article dated April 9, 1964 partially reads, "Members of San Fernando's Economic Development Committee got their first taste last night of public sentiment regarding the Martin Report and a proposed mall for the downtown business district. Prospects for a full pedestrian mall as suggested in Martin's plan for the redevelopment of the four-block business district appear dim following a public hearing at the City Hall yesterday." Photograph caption reads, "Add new life - J. Leo Flynn, Michael Birnkrant, Ken Ledbetter and Everett Golden, from left, study plan to revitalize the San Fernando business district. Pedestrian mall is proposed."
