Photograph was edited for publication purposes Photograph caption dated March 4, 1964 reads, "Sandy Lowe, 19-year-old receptionist at Van Nuys Chamber of Commerce, shows that the new street signs being tested in the Valley are larger and easier to read." The article partially reads, "What color combination is best for Los Angeles street signs? White on black? Black on white? White on blue? Or something else?...This question is being put to a test in several blocks of major and supplementary streets in the Valley....Besides different color combinations, the signs are previewing the Traffic Department's decision to use lower case and capital leters [sic] instead of capitals only."
