B. Inoue, of Sumitomo Rubber Industries, Ltd., writes Mr. K. Hopper saying that he has received his letters of May 15th and 16th. He responds to Hopper's questions by saying that when he entered SEI (Sumitomo Electric Industries) in 1930, bottom-up management had already been practiced widely as a business rule. Inoue shares that when he was works manager of SEI, he made a rule to gather management (superiors of foremen) of the shop floor once a week to discuss "how the management of the line should be" and took action on matters when an agreement was reached. He also adds that he is eagerly awaiting the arrival of Hopper's manuscript. The letter contains Inoue's signature. The letter also contains an original handwritten "31" on the top, right corner of page 1. In addition, there are original handwritten notes and markings.
