Photographic portrait of Arthur C. Harper, Mayor of the city of Los Angeles from 1906 to 1909, [s.d]. Arthur C. Harper is shown in a head and shoulders portrait looking to the right in a three-quarter angle. He has a large moustache, and wears a pin on the lapel of his suit jacket. His eyes appear to be light in color. Harper resigned his position as mayor of Los Angeles as a recall movement was in progress.
