Photograph caption dated October 23, 1961 reads "San Fernando ushers in Flower Week - Barbara Cooper, 18, Miss San Fernando, and San Fernando Mayor David J. Calderon, officially proclaim National Flower Week in the Valley city. Residents are being asked to view flowers and consider their 'contribution to modern living.' In addition residents will plant trees in business areas."
