Bond proposals for enlargement of the Carnegie Library Building failed in 1923, 1925 and 1937. A 1948 proposal to build a new main library on Cedar Street between Fifth and Sixth was also defeated. In response business, labor, church and civic leaders formed a Citizens' Committee for the Library Bonds and in November of 1949 San Diego voters approved, by a 70% majority, a bond issue for a new Central Library Building to be built on the site of the old Carnegie Library Building.
