Description
Photograph dated November 24, 1942 reads, "Proposing a co-ordinated plan to curb the increasing Latin-American delinquency here, a committee representing various citizen, religious and women's groups is shown when they appeared before the Board of Supervisors. Left to right, Karl Holton, county probation officer, Harold Slane, California Youth Co-ordinator , Mrs. Lowel Bigelow, of Los angeles League of Women Voters, Allan Cranston, Monsignor Thomas J. O'Dwyer and Manuel Ruiz, Jr. of Latin Americans." Less than two weeks later, the Board of Supervisiors appointed Ruiz Jr. to head the Committe for Latin-American Youth.
