Carriage costume. White ankle length dress with lacy hem. Appears to have a blue and white horizontal striped spencer jacket with long sleeves and high lace colar. Accessories include white (w/ some blue) feathered hat, and a gold monocle on a long chain. Invented by Mrs. Bell, No. 52 St. James's Street.
