Photograph article dated October 16, 1950 partially reads, "A shake-up in San Fernando's police department was in full swing today with demotions and promotions of personnel by Acting Chief Elmer Johansen. Johansen, taking charge of the department during a 30-day suspension of Police Chief Walter Heebing, transferred Sgt. Douglas Bambridge from detective to patrolman and shifted three others, he announced. In Bambridge's place, Johansen appointed Sgt. Kenneth Robson, formerly desk sergeant. Robson has been with the department 14 years, the past six as sergeant. Bambridge was the department's plainclothes detective for five years and has 12 years with the department."
