A Los Angeles Times article dated July 16, 1959 partially reads, "The United States Conference of Mayors yesterday called on Congress to hold public hearings on President Eisenhower's veto of a federal housing bill. The strongly worded resolution was overwhelmingly passed by the 400 delegates at the conference's concluding session in the Statler Hilton. The resolution dismissed as unacceptable an administration compromise bill which was defended as good and workable by Norman P. Mason, administrator of the Housing and Home Finance Agency." Photograph caption dated July 14, 1959 reads, "Richardson Dilworth, Philadelphia - The terrific expansion and outward movement which makes cities almost join other cities so that there is little rural area left proposes problems on incorporation, annexation and, more important, tax situations, to keep this development orderly and in the best interests of everyone."
