The wheels of government never stop turning - which means the men who run government have a never-ending job. The working day of Louis R. Nowell, one of the Valley men who help run the government in Los Angeles, often stretches from early morning to late night. If he's not on the phone with a constituent, it's a good bet he's in a committee meeting or out checking a district problem. There's no such thing as a rigid appointment schedule for a councilman; everything is subject to new developments. And there are always new developments at City Hall.
