Photograph was edited for publication purposes Photograph caption dated June 13, 1961 reads, "Pretty Roberta Pennington, 20, 10500 Otsego St., North Hollywood, gets two tickets from Tom Jackels, president, North Hollywood Retail Merchants Committee, center, good for $2 worth of merchandise in downtown North Hollywood stores. The tickets are in return for a $2 parking ticket. Looking on, left, is Buddy Gorman, treasurer of the North Hollywood group. Jackels said his committee has voted to continue for a second three-month period its policy of ticket swapping. In the last three months, he said, $250 parking tickets fwere [sic] turned into the committee's office at 5021 Lankershim Blvd. for merchandise tickets. Persons receiving parking tickets pay their fine, then take their tickets to the committee's office and receive tickets good for shopping in North Hollywood stores."
