Handy begins the article discussing inevitable changes in organizations concerning how they use employees, asserting that half as many people, in smaller companies, will be paid twice as well for doing the same work as a larger workforce. He then states that these smaller companies will form a web of alliances designed on the principle of reverse delegation in a federalist arrangement. As a result of these changes, management and companies will have new goals that prioritize people as a resource and recognize their new accountability to human capital. People will then be considered quasi partners and companies will practice inclusiveness, building long-term relationships with customers, suppliers, and the broader community.
