Congressman Edward Roybal, center, is shown presenting a Flag at ceremonies opening the week-long Silver Jubilee Festival in Los Angeles Chinatown. The Flag, which was once flown from the Capitol Building in Washington, D.C., is accepted by Him Gin Quon. Photo dated: July 28, 1964.
