Harry Jobe, land use chief of the City Planning Department, points at the new generalized land use plan for the 12 communities of the West Valley including Encino, Tarzana, Woodland Hills, Canoga Park, Winnetka, Reseda, Chatsworth, Northridge, Sepulveda, Granada Hills, Sylmar, and Mission Hills. The plan projects a trend in the West Valley towards multiple-residence construction and a population of 716,300 by 1980 (a 52 percent share of the Valley's total population).
