Description
Photograph caption dated August 15, 1989 reads, "Hooded demonstrators flash the victory sign yesterday in Monterey Park, while police videotapes that unmasked their identities go up in flames. Police Chief Ken Hichman threw tapes into fire in settlement of a lawsuit backed by the ACLU. The marchers had claimed police violated their First Amendment rights in 1984 by depicting their faces as they demonstrated against the martial law in Taiwan."
