Photograph article dated February 28, 1962 partially reads, "Gov. Edmund G. Brown has added 30,000 employes [sic] to state government since he took office four years ago, Assemblyman Joseph Shell charged before a Valley audience Tuesday night. Shell, a candidate for the Republican nomination for governor, added, 'The salaries of the new state employes [sic] this year alone total $32 million'. Shell, Assemblyman Lou Cusanovich (R-64th Dist.), and state senatorial candidate Pat McGee ripped apart Brown's $2,885,523,247 1962-63 budget before an audience of 125 at Madison Junior High School in Van Nuys."
