This photograph is contained in one of two volumes by Dobbin titled "Album of San Francisco."
Group portrait of eleven people at a counter, on which a sign reads "information" and behind which signs read "Request for Service" and "Section 11." The six people behind the counter are dressed in white. Of the five in civilian dress, two do not have their flu masks covering their noses and mouths. No written caption.
