Photograph was edited for publication purposes Photograph article dated February 9, 1962 partially reads, "West Valley Councilman Tom Shepard has called on the County Flood Control District to fence the area immediately along the Los Angeles river channel where a seven-year-old boy drowned Thursday. Shepard, in a letter yesterday to the district's chief engineer, pointed out that safety fencing for the flood control channel is the flood control district's responsibility. At the same time, neighbors in the area of the Hart Street Elementary School, where Charles Hibbs of Canoga Park was drowned, began circulating petitions for protective measures." Photograph caption reads, "John Withers views wash where boy was swept away. Hart School teacher sees where Charles Hibbs drowned."
