Burkhalter, second from left, who is responsible for expediting sewer project, is aided by Pacoima Chamber of Commerce President Ben L. O'Brien, right, in laying the first pipe connection in the recently completed Van Nuys-Sharp Sewer District as plumbing contractors Earl Erne, left, and Joe Trujillo, background, prepare for real work. The first permit for connection went to O'Neill D. Ganey, Van Nuys businessman who owns several commercial buildings in Pacoima. The Van Nuys-Sharp project completes over 50 miles of sewer line in a single assessment project, the largest project of this type in the history of Los Angeles, and represents an investment of over three-quarter million."
