From the Sacramento Bee caption printed on February 5, 1959: "Here is an aerial view of beautiful Emerald Bay. A resolution adopted by the state senate proposes the construction of a bridge cutting across the bay mouth, lower left, and also of highway approaches through two state parks. The present highway which runs high above the bay[...]"
