Washinton Allon Barlett was born circa 1816, died in 1865. Served in the U.S. Navy, including surveying duties. In 1844, joined sloop USS Portsmouth during which Mexican American War broke out. Designated by Commodore Montgomery in 1846 as alcalde in Yerba Buena. Served as first U.S. citizen as alcalde in San Francisco (Yerba Buena).
