Photograph was order by Al Johns, publicity man to the Pasadena Chamber of Commerce located at 181 South Los Robles Ave. Cannot identify men in photograph or purpose of giant key. Photograph was taken at Pasadena City Hall. Card on envelope file has written 'Groups the men fro Tex'.
