"PHOTOGRAPH IDENTIFICATION: High water of the American River is beginning to flood parking lot areas under the Watt Avenue Bridge...road access to the park is closed at La Riviera Drive. In normal winters water has always come up this high, but during the last two years of drought, this scene has not been possible."
