Photograph was edited for publication purposes Photograph article dated September 6, 1963 partially reads, "Underground utilities are an important feature of Hueneme Bay, $21 million residential-recreational community. Joseph Dowling, president of the Carefree Living Association, reports that installation is nearly complete. "The main power lines are in, and installation engineers say that the bulk of the preparatory work will be completed shortly," he said. He pointed out that the absence of overhead wiring and poles should greatly enhance the overall landscaping and increase the real estate values of the community. In addition to the progress on utilities, Dowling said the exteriors of homes in units one and two have been finished. A total of 110 homes is still available in the fourth unit, currently on sale."
