Photograph caption dated May 20, 1954 reads, "Hard rock going - Workman digs lateral that will tie into main line of storm disposal system being laid by the Los Angeles County Flood Control District and the City of San Fernando. This link will drain nearby streets and lessen flood damage. S. S.
