Photograph article dated July 20, 1961 reads, "A resolution from the Los Angeles City Council was presented to Philo Chambers by Blanchard during the luncheon meeting. The commendation was in recognition of 22 years of outstanding service to youth. Chambers has headed California Boy's State for 12 years. Blanchard was introduced by Rotarian Robert L. Munger." Pictured are Philo Chambers (left) and councilman Lemoine Blanchard.
