Description: This Oct. 29, 1987, photograph shows the groundbreaking of the new Colonial Heights Library at 4799 Stockton Blvd. Present in the image are City Councilmember Thomas Chinn and various children. The $2.1 million project was officially opened to the public in March 1989.
