The San Fernando Police Department was under fire today from the City Council as an investigation into alleged inefficiency and maltreatment of prisoners was due to begin. The investigation was ordered in a resolution passed last night in a stormy session of the San Fernando City Council. Police Chief Walter Heebing was actually under suspension for an hour during heated discussions between interested citizens and the councilmen. More than 150 residents jammed the council chambers and some 400 more milled outside the city hall entrance.
