Text accompanying AP Wirephoto states: "California Gov. Ronald Reagan walks across a plank as he leaves a mud-and-rain damaged home near Carpenteria (sic), Calif. today. The governor and members of his staff were on an all-day flying tour of storm-damaged areas of the state. Behind the boot-wearing chief executive is Paul Beck, his press relations director."
