Dr. Carter requests that the discussion of all controversial issues be avoided for one to three weeks. She indicates this decision was made in consultation with Ralph Merrit, and a committee of Japanese. She continues with an acknowledgement of the possibility of spontaneous questions from students, but reiterates that the main objective is "educating for relocation."
