Photograph caption dated May 1, 1962 reads "Jim Eninger, 17, North Hollywood High School senior, was civil defense director today-at least during the annual Boys' Day in Government. Eninger, receiving official arm band from Joseph M. Quinn, city civil defense director, visited Valley civil defense headquarters, Van Nuys City Hall, then was to join other student appointees at the police academy for lunch."
