Photograph article dated September 6, 1963 partially reads, "Board of Education member Charles Reed Smoot has charged his fellow board members with trying to gerrymander school attendance zones to bring about forced integration. Smoot's charges against "some members" of the Los Angeles board were leveled at Thursday afternoon's meeting, hours after the board, sitting as an augmented building committee, heard a report calling for boundary revisions at 13 Valley high schools and eight junior highs. Smoot accused the board of attempting to change the usual procedure by which boundaries are set and take over what has been a purely administrative or staff function." Boundary co-ordinator Ray Owens points to Valley changes. Board member Mrs. Mary Tinglof hears school presentation.
