Photograph article dated September 22, 1964 partially reads, "Secretary of State Dean Rusk has firmly declared that the 'United States will not be pushed out of the Gulf of Tonkin. We have adequate forces in the area and we do not accept the fact that the Gulf of Tonkin is a Communist Lake,' Rusk said yesterday at a press conference in Beverly Hills. The secretary commented on the attack by five North Viet Nam PT boats in the Gulf of Tonkin and said that 'if there was any news management involved in the story, it was because President Lyndon Johnson had to know the whole story before he could make a statement.' The press conference preceded a talk on foreign policy and the Alliance of Progress before a joint meeting of the Los Angeles World Affairs Council and Town Hall at the Beverly Hilton Hotel."
