Description: Exterior view of the Ground Breaking Ceremony for the new United States Federal Building between Capitol Ave. and N Streets at 6th Street. This marked the initial construction of the redevelopment of Sacramento. View is shovel turning with invited guests and Governor Pat Brown in the center. Over 100 guests took part in the ceremony.
