Description: The photo caption printed in the Sacramento Bee on October 31, 1971 states: "Owen Tromberg of Sacramento, in his Cal 21 No. 117, nears the finish line in a heat race at Folsom Lake, with Kirk Valentine, No. 168, trailing. Cal 21 races were held in conjunction with the annual Folsom Lake Yacht Club Regatta."
