City Councilman Kenneth Hahn, right, is shown with some of the complaining tennants who told that some Los Angeles hotels raised their rates 100 per cent, following the expiration of the City's emergency rent control act. Hahn pledged a new rent control act for hotels, motels, rooming houses and other lodgings unless the rent raises are halted.
