Photograph caption dated July 7, 1960 reads, "Members of the Democratic National Convention resolutions and platform committee take their seats in the huge grand ballroom of the Biltmore Hotel for hearings on 1960 campaign legislative program. Key issues before committee today will be civil rights. Committee will present recommendations to convention next Tuesday."
