James Penney (1875- 1971) was a businessman and entrepreneur who in 1902 founded the J.C. Penney stores.
Photograph caption reads, "Photo shows J. C. Penny [sic], founder of the stores bearing his name, whose address outlining the opportunities open to young men of today was heard by 1200 Safeway employees."
