Photograph caption dated March 11, 1964 reads "Dave Spangler of North Hollywood shows off a pair of Spanish jacks he decked recently while fishing in a rented skiff from Norm's Landing in San Pedro. Payoff spot for the Valley youth was just outside of the LOSA gate of the Federal Breakwater."
