Photograph caption dated May 20, 1964 reads, "The 50th anniversary of foster family care in Los Angeles County will be observed June 28 in Hollywood Bowl. Seated, Mrs. Clayton Trout of Sylmar, dressed in the fashion of 1914, and her daughter, Glenda, 6, visit Supervisor Ernest Debs to tell him of event. Volunteer chairman of event, Mrs. Celia Zager of Encino, is at left."
