Standing at 5th and Flower Street, LAPD Chief Gates asks Cynthia Barber to sign the "Victim's Bill of rights" petition. Chief Gates, along with bill's author Paul Gann, San Diego's Mayor Pete Wilson and Assemblyman Dave Sterling, came out for the publicity stunt. Photo dated: November 20, 1981.
