Photograph of an exterior view of Los Angeles City Hall under construction, showing framework for the entire building, 1928. City Hall sits at center, with all but its lowest stories defined by an open framework of beams. A white facade has been applied to the ground level of the building, as well as to portions of the right side. Other buildings of downtown can be seen in the foreground and to the left, including the "Bank of Italy. International Branch" and the "[L]os Angeles [Dai]ly Journal".
