Harold T. "Bizz" Johnson, California state senator (1948-1958) and U.S. Congressman (1958-1981). He was known for his work as the chairman of the House Public Works Committee. From left, Art Gilman, Butte County Supervisor, Rep. Harold T. Johnson of the 2nd, Mountain-Valley District, and Col. James Donovan of the U.S. Army Corps of Engineers, inspected what is left of Chico River Road in Chico after years of erosion.
