Description: The photo caption printed in the Sacramento Bee on January 24, 1981 states: "Quarterback Mike Garcia will get the starting assignment for the Sacramento County Sheriff's Department for the first time today in Pig Bowl VII at Hughes Stadium. Garcia served as a backup to QB veteran Harry Machen last year, the first time he suited up for a Pig Bowl. Kickoff today is 1:30 p.m."
