Heny Chung's book Korean Treaties was published in 1919 and distributed widely by the KNA as a way of documenting Korea's rightful status as a free nation-state. KNA's president, David Lee, sent out over a hundred nearly identical letters, along with copies of the book to libraries across the country...and beyond.
