Photograph caption dated December 3, 1954 reads "Mrs. Robert A. Hall, speaking on behalf of Board of Directors of 31st District Parent-Teacher Association, which covers Valley, advocates inclusion of Sepulveda Dam drag strip in over-all recreational program of city. Introducing her is Councilman Don Allen." Mrs. Hall spoke at a Los Angeles City Council committee hearing on a proposed $40,000,000 bond issue.
