The right of the decorative design is signed by former Confederate generals G.T. Pierre Beauregard and G.T. Jubal Early, who both worked as supervisors of the Louisiana State Lottery Company. Verso is printed in dark blue and is titled, “A Partial List,” includes partial results of drawings held from March to August 1890. “We the undersigned Bankers of New Orleans, La., will pay all prizes drawn in the Louisiana State Lotteries which may be presented at our counters. "The Supreme Court of the United States has decided that the Louisiana State Lottery Company has a contract with the State of Louisiana which does not expire until January 1st, 1895." --text, printed vertically down the right corner of the print. "The present Charter of the Louisiana Lottery Company, which is part of the Constitution of the State, and by decision of the Supreme Court of the United States, is an inviolable Contract between the State and the Lottery Company, will remain in force under any circumstances five years longer, until 1895. The Louisiana Legislature, which adjourned July last, voted by two-thirds Majority in each House, to let the people decide at an election, whether the Lottery shall continue from 1895 until 1919.
